Making part of a photo extend beyond the frame around it

I use Photoshop CS4 and would like to know how to make part of a photo, such as a body part...arm or leg, for example, or hat on top of head...extend
outside the frame around the image.

it's called the Out of Bounds technique and there are lots of tutorials if you google it. Here is one that looks good.
