It's not a silly idea at all. In fact, a number of the other forums I belong to have "Photo Swap" challenges. It's fun to do LO's for other people.

As long as all that is shared is a flattened 12x12 jpg I'm pretty sure no TOU's would be violated.
Sounds like a good idea. I think the idea of people "competing" to scrap the same photos is so fun. And I've never heard of any other site doing something like that. It'd be unique to MS as far as I know.
